The purpose of creating a call sheet and risk assessment as an institutional practice is so the director is aware of any risks in that area and knows how to prepare for them. Also, it allows them to know what locations they will be filming in and everything technical involved e.g. costumes, props etc.
The challenges involved when doing a call sheet and risk assessment are trying to work out all the technical details involved in each location you're filming at. It is also quite difficult to identify all the risks that could potentially be at the location as you might forget some obvious ones.
